Before sending a human crew to the moon, the U.S. government decided that no spacecraft crews were to explore for the first satellite shooting several photographs to confirm the possibility of moon safely. The Americans focused their efforts on sending a probe to the moon with their Pioneer program. However, three projects on three probe failed all other Rocket in a total of ten attempts. The Soviet Luna program launched Luna 1, the first spacecraft to fly beyond the Moon January 4, 1959. His successor, Luna 2 was the first spacecraft to moon, and Luna 3 was the first to take pictures of the side of the Moon October 7, 1959. Luna 9, launched by the USSR February 3, 1966 performed the first soft landing on the Moon, Luna 10 became the first spacecraft to orbit the moon April 3, 1966. The robotic Surveyor program was part of U.S. efforts to locate a safe site for a landing on the moon. Five of the seven Surveyor missions were successful, helping to find the best target for the astronauts of the Apollo program. Apollo 8 performed the first manned lunar orbit December 27, 1968, laying the groundwork to bring down a man on the moon.
