Problema che però non sarebbe stato molto grave, visto che per i primi tempi lo stem sarebbe servito a collaudare i meccanismi di guida e controllo della posizione dei kites da terra... nell'attesa di un ampliamento dei permessi o della prossima disponibilità di nuovi sites.
